摘要： 生成式人工智能作为引领新一轮科技革命的战略性技术，在飞速发展的同时伴生安全风险，并深刻影响网络和数据安全产业形态。通过梳理政府治理、产业实践与未来趋势，全面呈现美国在该领域的竞争优势、发展逻辑与核心布局，为我国相关研究与产业实践提供借鉴参考。
