Abstract: At present, the implementation of the National Cyber Development Strategy makes a new and more urgent requirement to the construction of cybersecurity talent teams and manpower. To accelerate the development of cybersecurity thinktank and build a highquality talent team has become a strategic and basic work to protect cybersecurity. By drawing on the successful experience of international famous think tanks, we consider it necessary to foster the development of Chinas cybersecurity think tank, so as to build a highquality professional talent team, and provide suggestions on organization system and talent cultivating mechanism.

摘要： 当前，国家网络强国战略的实施和我国网信事业的加速推进对网络安全人才队伍建设提出了新的、更为迫切的需求.发展网络安全专业智库，打造高质量的专业人才队伍，已成为保障网络空间安全的战略性、基础性工作.立足我国网络安全新形势和战略需要，在总结和借鉴国际知名智囊机构建设及人才培养的经验基础上认为，加快我国网络安全专业智库建设是打造高质量专业人才队伍的有力举措，并从组织机构建设、人才使用培养等方面提出建议.
